Mining, despite being identified by the Inter-Agency Task Force (IATF) as one of the industries that should boost the Philippine economy, CALABARZON’s overall production of non-metallic commodities in the year 2020 only reached 49.18% of the production in 2019. Sales in the year 2020 had a better outcome, reaching 65.38% of the sales in 2019. These drastic declines were caused by the COVID-19 pandemic and the temporary suspension of some quarry and crushing plant operations in the Rizal Province following the heavy floods in the province brought by Typhoon Ulysses.
Affected by the sudden risk of the Coronavirus, quarry operations were halted by the Enhanced Community Quarantine enacted on March 16, 2020, and only resumed in the middle of May 2020. In the first half of CY 2020, aggregates production declined by 40% from the 1st to 2nd quarter. Fortunately, production in the second semester was almost twice as much as that in the first semester. Even with the increase, however, it still failed to make up for the loss earlier in the year. Despite the losses, the quarry operators and contractors were able to help in the relief efforts in their respective host and neighboring communities by providing through the unutilized portion of their followed the MGB Memorandum dated March 27, 2020.
On December 2, 2020, some quarry operations in the Rizal province were halted again in accordance with Memorandum Order No. 01, Series of 2020, which temporarily suspended seven Mineral Production Sharing Agreements (MPSAs) and six Mineral Processing Permits (MPPs) within the coverage of the Marikina River Basin, which drains towards the Marikina River. The suspension caused a significant decrease in the production of all commodities in December CY 2020.
Once these temporary suspensions are lifted and the Philippine economy gradually recuperates, it is expected that the production of mineral commodities in CALABARZON will increase. This should eventually help the region recover from the unfortunate events of 2020.
