Following the Joint Manifesto urging the cancellation of the three Mineral Production Sharing Agreements (MPSAs) due to the alleged illegal mining/quarrying operation within the Upper Marikina River Basin Protected Landscape (UMRBPL), RD Sarmiento reiterated in an interview with Mr. Cesar Chavez of Metro Manila Ngayon News Program of DZRH on June 21, 2022, that the three MPSAs allegedly within the UMRBPL were issued Suspension Orders by the Acting Environment Secretary even though no mining operation has been conducted in the area since 2003.
On May 25, 2022, DENR Acting Secretary Jim O. Sampulna ordered the suspension of the MPSAs of Rapid City Realty and Development Corp., Quarry Rock Group, Inc. and Quimson Limestone, Inc. The three MPSAs are under the Care and Maintenance Program approved by MGB IV CALABARZON.
RD Sarmiento further stated that, following the Suspension Order issued by the Acting Environment Secretary, MGB RO IV CALABARZON, together with Rizal – Provincial Environment and Natural Resources Office Patrol Sector in Baras/Tanay, Rizal, conducted a reconnaissance activity on the alleged illegal quarrying operations within the UMRBPL near the Masungi Georeserve on May 26, 2022. The only notable earthmoving activity observed in the subject area is the subdivision development of Sta. Lucia Land, Inc. at Palo Alto Subdivision in Brgy. Pinugay, Baras, Rizal, which is covered by the Development Permit issued by the Local Government Unit of Baras, and the pertinent Environment Compliance Certificate. Further investigation disclosed that the contract areas under MPSAs of Rapid City Realty and Development Corporation, Quarry Rock Group, Inc, and Quimson Limestone, Inc. remain idle with no traces of any mining or exploration activities.
