The MGB team, headed by Engr. Aristeo Quindoza, conducted an investigation on April 10-12, 2017 to address the complaint from Dr. Solomon Villaplaza and SPO2 Bernardo Ortega, received by the Department of Environment and Natural Resources referring to an alleged illegal quarrying activity operated by a certain Brgy. Chairman Danilo Pineda and Mr. Gerardo L. Villaluna in Barangay Balibago, Calatagan, Batangas.
Together with the Provincial Mining Regulatory Board (PMRB), the team verified the listing of registered quarry permits in the province. There was no quarrying permit issued to Mr. Danilo Pineda and/or Mr. Gerardo Villaluna situated in Brgy. Balibago, Calatagan, Batangas. However, in an interview with Mr. Pineda, it was noted that the area was applied by Mr. Villaluna under the name of Canipaan Earth Resources, Inc., for land development project covering an area of 22,492 m2.
The Municipality of Calatagan also issued an Undertaking dated March 24, 2017, showing NO OBJECTION to the Land Development Project of Canipaan Earth Resources, Inc. The said Land Development Project is covered by Environmental Compliance Certificate, denominated as ECC-OL-2016-0394, issued on December 6, 2016 by the Environmental Management Bureau CALABARZON.
Further investigation proved that the alleged quarry activity is not an illegal operation, but a development project covered by its respective Barangay and Municipal Resolutions, Development Permit and Environmental Compliance Certificate.
