In line with MGB RO No. IV-CALABARZON’s thrust to establish linkages and strengthen ties with various stakeholders, an Information, Education and Communication Campaign on the pertinent provisions of Republic Act Nos. 7942 and 7076 and Department of Environment and Natural Resources Administrative Order (DAO) Nos. 2010-21 and 2015-03 was conducted for small-scale mining operations on October 18, 2021 in Buenavista, Quezon.

Participants of the activity included representatives from the Municipal Government of Buenavista, Villa Mina Multi-Purpose Cooperative, Grande Multi-Purpose Cooperative, La Suerte Multi-Purpose Cooperative, and Local Government Unit of Brgy. Bulo, Buenavista

Headed by the chief of the Mine Management Division, Engr. Edgardo D. Castillo, the IEC activity aims to enhance the understanding of small-scale mining contractors and miners on the terms and conditions of their contracts and provisions of the abovementioned laws, rules, and regulations, and to capacitate interested small-scale miners on the process of formalizing their operations.Important topics, i.e., Introduction to Mining in the Philippines, the process for application and renewal of a Small-Scale Mining Contract (SSMC), including its terms and conditions, and the pertinent safety and health, environmental management and community development provisions on SSMCs were discussed.

Section 34 of DAO No. 2015-03, which provides that “All gold produced from Minahang Bayan shall be sold to the [BangkoSentral ng Pilipinas (BSP)]or its duly authorized representatives…” was emphasized in the discussion.According to the small-scale gold miners,the BSP collected 20% astaxes and 10% for other charges whichled to theirtremendous loss in selling gold to BSP in 2019. The team then explained that with a valid SSMC, the selling of gold to BSP is now tax free pursuant to Republic Act 11256[1], which was signed on March 29, 2019. With this, one of the small-scale mining cooperatives expressed their interest in pursuing its plan for accreditation with the BSP.
