The Mines and Geosciences Bureau IV CALABARZON, headed by Socorro P. Hernandez, OIC, Office of the Regional Director, conducted an Orientation Seminar on GAD Mandate and GAD Planning and Budgeting at Hotel H2O, Luneta, Manila last April 24, 2017. The orientation seminar started with the opening remarks given by RD Socorro Hernandez, with Ms. Lorenza Umali as the resource speaker for the said event. The orientation seminar was divided into two parts. Topics discussed for the first part were: GAD Legal Mandates, Sec. 37 of Magna Carta of Women, Magna Carta of Women and the DENR, and the COA Circular 2014-01. While the topics discussed for the second part were: GAD Planning and Budgeting Guidelines and the GAD Plan and Budget Template.

In the first part of the seminar, held in the morning, Ms. Umali started the session with a review on the concepts discussed on the previous GAD seminar, particularly the International and National Mandates of GAD, which include the UN Convention on the Elimination of All Forms of Discrimination against Women, General Appropriations Act (GAA), Beijing Platform for Action, Republic Act 9710, Republic Act 7192, Executive Order 273, and Joint Circular 2012-01.

For the second part of the seminar, Ms. Umali discussed the general guidelines in GAD Planning, essential elements in GAD Planning and Budgeting, Steps in Formulating the GAD Plan, proper costing and allocation of the GAD Budget and expenses which can and cannot be charged to the GAD Budget. Schedules to be observed in GAD Planning and Budgeting, and Preparation of GAD Accomplishment Report were also presented. Finally, the last activity for the session was the presentation of the template for the GAD Plan and Budget. The elements of the GAD Plan and Budget template were thoroughly analyzed.

Ms. Lorenza Umali is a Gender and Development Specialist. Her fields of specialization are Women and Development, Gender Analysis and Gender Planning, Gender Budgeting, and Research and Policy Analysis. She has been a technical adviser in gender and development for different government agencies from various regions.
