TERESA, Rizal – The National Bureau of Investigation-Environmental Crime Division (NBI-EnCD) together with MGB IV-A apprehended twenty-five individuals on charges of Theft of Minerals in a surveillance made by the joint team on Thursday (January 20, 2016) in Sitio Tibagan Canlibot, Bagumbayan, Teresa.


GATHER UP. Suspects of the illegal operation being informed by an NBI official about their wrong-doings and their constitutional rights as apprehended individuals.

Among the apprehended individuals is “Mr. Justo Damaso, former Municipal Councilor of Teresa who claimed to be the one managing the operation, confirmed that they have no mining permit,” according to NBI-EnCD – MGB IV-A reports.

Following the arrest, six (6) hauling trucks, one (1) backhoe as prima facie evidence in the area and several tools and equipment such as shovel, pick mattock, crowbar, mallet and chisel in the commission of offense were confiscated including the illegally quarried minerals (“Escombro”/Adobe).

The 25 individuals were spotted quarrying “Escombro” (local term for Adobe) in a portion of land of a certain Alexander Hontiveros. The said minerals are utilized for construction purposes.

Witnesses include Brgy. Captain Rumualdo Coralde and DZRJ Radio Reporter Felix Tambongco who were present in the area while the entire arrest operation is ongoing.

The 25 apprehended individuals were brought to the NBI Office – Taft for inquest and filing of charges in the DOJ. Meanwhile, the confiscated conveyances, tools/equipment were brought and impounded at the Rizal Provincial Jail Compound in Taytay, Rizal in coordination with the Rizal Environment and Natural Resources Office (RENRO).

The said operation is in partnership with the NBI – EnCD whose personnel were deputized by MGB IV-A last year to combat the illegal mining/quarrying operation particularly in the CALABARZON Region.
