An investigation was conducted on June 9, 2015 to address a letter sent by Engr. Patrocinio L. Abary, Jr. dated May 4, 2015 requesting an investigation on the alleged illegal quarry operations along Kuloong River, Mabitac, Laguna. A copy of the letter was furnished to the Office of MGB-IVA on May 18, 2015.

Some of the evident observations found in the area include a red-plate truck loaded with quarry materials, operational government-owned backhoe, excavations and stockpiles. Additional privately-owned two trucks and one backhoe were spotted and were determined to be affiliated with government projects as supported by the statement of the operator and the documents presented during the conduct of investigation.

Documents presented include a letter addressed to the Chairman-PMRB dated June 1, 2015,  “Sanggunian Bayan Resolution Blg. 94, Taon 2005” dated September 19, 2005, “Sangguniang Barangay of  Matalatala Resolution Blg. 14” dated May 18, 2015 and “Sangguniang Barangay  of  Barangay Amuyong Resolution Blg. 9” dated May 17 , 2015. The documents presented contain requests for declogging and clearing operations of Sitio Kuloong, May Banga, Galas at Barangays Numero,  Matalatala and  Amuyong  of Mabitac, Laguna.

Brgy Chairman Emiliano G. Cabago of Brgy. Matalatala confirmed that the extraction activities along Kuloong River were in relation to the declogging operation and materials extracted will be used to level the planned local market of Mabitac, Laguna.

The representatives of the Office of MGB-IVA informed Mayor Ronald Sana of Mabitac, Laguna in a courtesy call that any government entity in need of construction materials regardless if it will be used for government projects shall secure a Government Gratuitous Permit and any further offense will mean apprehension/confiscation/seizure of equipment, tools and conveyances used in the commission of offense. Cease and Desist Orders (CDO) were issued to Hon. Ronald Sana and Mr. Jovan Cordova both dated July 9, 2015 by the Office of MGB-IVA to put into halt any quarry operation along Kuloong River.
