A regional consultation was conducted by the Mines and Geosciences Bureau Region IV-A with the Provincial Mining Regulatory Board (PMRB) of Cavite, PMRB Laguna, PMRB Batangas, PMRB Rizal and PMRB Quezon on November 9, 2016 held at Fersal Hotel, Kalayaan Ave., Diliman, Quezon City.
A PowerPoint presentation was prepared by each PMRB showing their updates/accomplishments for CY 2015. Presenters discussed the statuses of the issued mining permits by their respective provinces, Tax Collection for CY 2014 and CY 2015, Investigation/Monitoring Conducted for 2015-2016 particularly on Illegal Operations and Other Operational Issues and Concerns. An open forum was conducted at the end of the PMRB presentation to comment/clarify certain issues and concerns.
Following the PMRB presentation is a discussion by Engr. Esteban C. Martin, OIC – Mining Technology Division of MGB Central Office, regarding the Updates on Executive Order No. 79 and DENR Administrative Order (DAO) No. 2015-03, the Revised Implementing Rules and Regulations of Republic Act No. 7076, Otherwise Known as The “People’s Small-Scale Mining Act Of 1991”.
A discussion on the Downloading to the LGU-Province the acceptance processing and approval of certain mandatory documents required for Quarry/Sand and Gravel Permits was facilitated by Mr. Dondi M. Sarmiento, OIC – Mine Safety, Environment and Social Development Division. In line with Mr. Sarmiento’s discussion, Engr. Reginald D. Leoncio, Electrical Engineer, discussed the Electrical/Mechanical Installation Permit while Engr. Mark Anthony C. Perez, Mining Engineer III, discussed the process flow on the issuance of Certificate of Environmental Management and Community Relations Record (CEMCRR)/Certificate of Exemption (COE) for lgu-issued quarry permits and process flow on the evaluation of the Environmental Protection and Management Program/Final Mine Rehabilitation and Decommissioning Plan.
Engr. Krizia Ann Alberto, Mining Engineer II, presented the Quarterly Status Report of LGU-issued permits Form. Said form includes the valid and existing permits, new applications, expired permits with pending application for renewal and expired permits with no pending application for renewal. Each PMRB shall submit to the MGB Regional Office within fifteen (15) calendar days at the end of each calendar quarter the Quarterly Status Report of LGU-issued permits.
Engr. Norberto L. Manlapas, Jr., OIC – Mine Management Division, gave a synthesis of the summit’s discussion. While Engr. Emilio R. Ramos, former Chief – Mine Management Division, gave his closing remarks.
