A Public Hearing was conducted by the Mines and Geosciences Bureau Regional No. IV-A (MGB IV-A) in Tagkawayan, Quezon on February 17, 2015 in accordance with DENR Administrative Order No. 2010-21, the Consolidated Implementing Rules and Regulations of R.A No. 7942, otherwise known as the Philippine Mining Act of 1995 and Department Memorandum Order (DMO) No. 2007-08, otherwise known as the Guidelines for the Establishment of Mineral Reservations.

A total of 73 participants attended the Public Hearing composed of the Local Government Officials/Personnel of the Municipality of Tagkawayan led by Municipal Vice Mayor R.A Masangkay and members of Sangguniang Bayan. Also present were the Barangay Chairmen/Officials and residents of Barangay Landing, BarangayMapulot, Barangay Busigon, Barangay Casispilan and Barangay Sta. Cecilia. The public hearing was held at the Municipal Covered Court of Tagkawayan, Quezon.

Prior to the Public Hearing, a Notice of Posting were posted in five (5) Barangays (Brgy. Landing, Brgy. Mapulot, Brgy. Busigon, Brgy. Casispilan and Brgy. Sta Cecilia) and in the Municipal Hall on January 7 and 8, 2015, respectively. Further, a Notice of Public Hearing was published in Mid Star Newspaper on December 24 and 30, 2014.
A favorable finding to convert certain areas in Tagkawayan Quezon was agreed as per result of the said public hearing, provided that areas situated in Barangays Mapulot and Sta Cecilia wil be initially considered and recommended to be proclaimed as Mineral Reservation area. Provided further, that small-scale mining though cooperative/s will be the top priority to have operations in the said areas.
