Technical personnel of MGB IV-A together with Lemery Municipal Police SPO3 Agapito Rey Campalla and PO1 Efren Buño recently conducted field investigation of the Sangguniang Bayan Resolution No. 15-2316 of the Municipality of Lemery, Batangas entitled “A Resolution Informing the DENR about the Illegal Quarry Operation at Brgy. Sinisian West, Lemery, Batangas”.  As per result of the investigation, a Cease and Desist Order was issued to Mr. Florencio Atienza.

Approximately one hundred and twenty cubic meters (120 m³) of sand are noted to be stockpiled adjacent to an estuary in Sitio Longos, Brgy. Sinisian West, Lemery, Batangas and is currently enclosed by a barbed wire. Noted also are two (2) infrastructures and one (1) hauling cart. A resident from Brgy. Sinisian West who refused to identify himself/herself and instead disclosed that the stockpile area was once an active illegal quarry area operated by a certain Florencio Atienza. Further, as per the unidentified source, the devastation along the shoreline of Sinisian West is caused by the illegal quarrying in the area. Furthermore, seven (7) hauling carts were noted nearby the affected area along the shoreline of Sinisian West and as per the unidentified source, the seven (7) hauling carts found are used in the illegal quarry operation.

Adjacent to the estuary where the stockpile of quarry materials were found, named perpetrator is a certain Florencio Atienza, who is presently detained at the Bureau of Jail Management and Penology, Lemery Police Station. One of the investigator, Engr. Krizia Ann P. Alberto asked some interrogatory questions as one who is responsible for illegal quarrying, his case however is an alleged involvement in a criminal case. As per interview, the alleged perpetrator, Mr. Atienza admitted his involvement in the quarrying activity adjacent to the estuary. Further, he claimed to have secured permit to quarry in the said area issued by a certain DENR Office. However, Mr. Atienza clarified that there was no longer quarry operation in the subject area and denied the allegation that the devastation on the affected area was due to his previous quarrying activities.

To proliferate illegal quarry operations, the LGU of Lemery, Batangas posted signages in varied locations in the subject area and a strict monitoring by the local PNP is being conducted.
