The Mines and Geosciences Bureau Region IV (CALABARZON) led by its OIC-Regional Director Ms. Socorro P. Hernandez attended the Public Consultation organized by Concrete Aggregates Corporation (CAC) or Barangays San Isidro and San Roque on March 7, 2017 at Binangonan Recreation and Conference Center (BRCC) in relation to its proposed Final Mine Rehabilitation and Decommissioning Plan (FMRDP) for its Angono Quarry and Crushing Plant Operation. The one-day event which aimed to inform the host communities with the plans and course of action of CAC with regard to the final rehabilitation and land use of the permit area is an essential requirement in the approval of their FMRDP by the Contingent Liability and Rehabilitation Fund Steering Committee. CAC is a holder of Mineral Production Sharing Agreement denominated as MPSA 032-95-IV and 055-96-IV and will expire on December 2020 and October 2021, respectively. The FMRDP lays out strategies and activities to be undertaken for the eventual closure of the mine which include among others the decommissioning of structures, rehabilitation of mined out area and social development of host communities.

Atty. Isagani Elacio presented the company’s FMRDP activities, final land use and master plan development and answered the various issues and concerns raised by the stakeholders with regard to the subject FMRDP and the operation of LafargeHolcim Aggregates, Inc. in the permit area. Meanwhile, Engr. Rializza Maramba informed the host communities on various Social Development and Management activities done by CAC through LHAI in the area of livelihood, education, infrastructure and culture and arts.

Ms. Adora M. Matabang and Engr. Mark Anthony C. Perez from MGB IV on the other hand presented the various environmental provisions stipulated in the DAO 2010-21 or the Implementing Rules and Regulations of the Philippine Mining Act of 1995 with regard to the FMRDP and the establishment and deposition of Monitoring Trust Fund, Rehabilitation Cash Fund, Environmental Trust Fund and the FMRD Fund. Mr. Dondi M. Sarmiento, OIC of Mine Safety, Environment and Social Development Division of MGB IV, answered all other issues and concerns that were queried by the participants including information on the status of the company’s FMRDP. Finally, he commended CAC for the successful hosting of the said meeting.

Representatives from Barangay San Isidro asked queries on the operation of LHAI and the FMRDP of CAC
