The MGB team, composed of Engr. Krizia Ann Alberto, Engr. Reza Faye Saceda, and Engr. Philippe Michael Granada, conducted a seminar/orientation on Mining and Environmental Policies of the Philippine Mining Act of 1995 and its Implementing Rules and Regulations last May 25, 2017, hosted by the Municipality of Atimonan, Quezon. Engr. Alberto and Engr. Saceda were invited as the resource speakers for the seminar to discuss policies on deputation, confiscation, seizure, and apprehension procedures. Participants of the seminar included the local government officials from the barangays of Zone 1 to 4, Caridad Ibaba, Caridad Ilaya, Inalig, Kilait, Kulawit, Lumutan, Malinao Ibaba, Malusak, Ponon, Rizal, San Andres Labak, San Isidro, San Rafael, Santa Catalina, and Sapaan.
The Environmental and Mining Policy Forum aims to inform and educate the community about mining, help raise the level of environmental awareness, make them conscious of the consequent and detrimental effects of mining, and help effectuate compliance with environmental controls.
The seminar discussions were divided into two topics, the first part was discussed by Engr. Alberto which focused more on the Mining Industry Introduction, Policies on Acquisition of Mining Permits/Contracts and the major highlights of the Philippine Mining Act of 1995 and its Implementing Rules and Regulations especially the areas closed to mining and the apprehension, confiscation, and seizure procedures.
Engr. Reza Saceda, on the other hand, presented lectures on the Environmental Provisions of DENR Administrative Order 2010-21. This included the discussion of Environmental Work Program, Environmental Protection and Enhancement Program (EPEP), Annual Environmental Protection and Enhancement Program (AEPEP), Final Mine Rehabilitation and Decommissioning Plan. The Contingent Liability and Rehabilitation Fund, which included the Mine Rehabilitation Fund, Final Mine Decommissioning and Rehabilitation Fund, and Environmental Trust Fund were also tackled. Lastly, the basics of Social Development and Management Program, Mine Rehabilitation Fund Committee and the Multipartite Monitoring Team were discussed.
