The Mines and Geosciences Bureau, headed by Regional Director Engr. Samuel T. Paragas, conducted a regional consultation with the Provincial Mining Regulatory Board (PMRB) of Cavite, Laguna, Batangas, Rizal and Quezon on October 27, 2017 at the Fersal Hotel, Kalayaan Ave., Diliman, Quezon City.
The morning session of the Regional Summit began with the presentation of updates and accomplishments of each PMRB wherein the PMRBs of each region gave updates on Issued Permits, Tax Collection for CY 2015 and CY 2016, Investigation and Monitoring Conducted in CY 2016-2017 particularly on Illegal Operations, and Operational Issues and Concerns. Clarifications and Comments were made after each PMRB presentation. It was then followed by Engr. Esteban Martin, Chief – Mining Technology Division of MGB Central Office, discussing the Implementation of the DENR Administrative Order (DAO) 2015-03, the Revised Implementing Rules and Regulations of Republic Act No. 7076, Otherwise Known as the “People’s Small-Scale Mining Act of 1991” and Awarding of Small-Scale Mining Contracts.
For the afternoon session, Engr. Norberto L. Manlapas, Jr. discussed the Reconstitution of Members of PMRB, followed by the presentation of Engr. Mark Anthony C. Perez on the Result of the Workshop/Seminar in re: Downloading to the LGU-Province the acceptance processing and approval of certain mandatory documents required for Quarry/Sand and Gravel Permits. Mr. Dondi M. Sarmiento, OIC – Mine Safety, Environment and Social Development Division, meanwhile discussed on the Action Plan of MGB IV CALABARZON per 2017 State of the Nation Address of President Rodrigo Roa Duterte. The last presentation of the Regional Summit was given by Engr. Jennica C. Estepa, on the Local Government Code of 1991. Queries and clarifications were made during the Open Forum held after the discussions.
To end the summit, Engr. Krizia Ann P. Alberto, OIC – Mine Management Division, gave a synthesis of the summit’s discussion.
