The Rizal Quarry Academy (RQA) was conceptualized during the last Management Conference of MGB in CY2014 under the DENR’s expanded programs/projects proposal for locally-funded and foreign assisted projects. It will be initially operationalized in partnership with the existing quarry operators in Rizal under the Development of Mining Technology and Geosciences (DMTG) covered by their respective Social Development and Management Programs (SDMP), being one of their obligations to R.A. 7942, the “Philippine Mining Act of 1995.”

  • On March 3, 2015, during the deliberation of the five (5)-year SDMP of Island Quarry and Aggregates Corporation (IQAC), it was disclosed that the company had established a building in Barangay San Jose to be used as an Information Technology (I.T) Center for Out-of-School Youths. Incidental to the construction, CEMEX offered the basement of the said training center to be the venue for the proposed RQA.
  • On June 15, 2015, the inauguration of I.T. Center was held and attended by this Office along with other prominent personalities in Rizal and together with top Officials of CEMEX. An brief tour of the facility was conducted thereat along with Ms. Angelita I. Lee, the President of Eastern Rizal Miners Association (ERMA).
  • On August 5, 2015, a COMREL Conference meeting for ERMA operators was conducted. The meeting includes a site visit at the newly constructed building for the Academy located in Barangay San Jose. Mr. Limuel C. Cirineo, Ed. D., Dean, College of Technology at Marikina Polytechnic College along with Mr. Teofilo T. Salcedo, Environmental NGO and former Registrar at University of the East-Manila, were invited as quest speakers in the said program, wherein procedural guidelines in the SEC registration and operationalization of the Rizal Quarry Academy were among the focus of discussion during the forum. Mr. Dondi M. Sarmiento, OIC-MSESDD presented the concept of the project.  Mr. Sonny B. Villar presented the Matrix of DMTG Allocations from ERMA and MAPA member companies from CY 2013-CY 2015.  It was shown that there was a substantial balance of unutilized DMTGs amounting to Php 6,785,426.94. The unutilized DMTGs covering CY 2011-CY 2012 were also requested to be presented during the initial meeting of the Board of Trustees.

  • Likewise on August 7, 2015, COMREL Conference for Montalban Aggregates Producers Association (MAPA) was held. Among the agenda discussed were related to the Operationalization of the Rizal Quarry. On August 11, 2015, an initial meeting with the Board of Trustees was held Antipolo City. Among the agenda was the presentation of the DMTG matrix for CY 2011-2015, election of additional of Officer to the Board of Trustees to include Mr. Sarmiento as the executive Assistant to the chairman Board and etc.

Meanwhile, the members of the Board of Trustees are already in the process of securing the necessary documents for the SEC registration. The Academy was however renamed as RIZAL QUARRY ACADEMY, INC.
