Technical Personnel from the Mines and Geosciences Bureau Region IV-A (CALABARZON) led by Director Samuel T. Paragas conducted an Information and Education Campaign for the staff of Solid Cement Corporation in Barangay San Jose, Antipolo City, Rizal on June 20, 2014 regarding Environmental, Health, Safety, Mining Laws, Rules and Regulations under Republic Act No. 7942, otherwise known as the “Philippine Mining Act of 1995.”

Engineer Charilyn Manas from the Mine Management Division (MMD) discussed the Mining Rules and Regulations governing the conduct of mining activity in the country while Mr. Mark Anthony C. Perez from the Mine Safety, Environment and Social Development Division (MSESDD) expounded on the Environmental Provisions of DAO 2010-21 or the Implementing Rules and Regulations of R.A. 7942. The Safety and Health Provisions of the said IRR were explained by Engr. Roseller S. Bofill while Mechanical and Electrical Regulations were discussed by Engr. Rommel O. Aban and Engr. Reginald Leoncio, respectively. The participants were very receptive and interested on the different topics presented as manifested in the number of questions raised during the question and answer forum.
RD Paragas shared to the participants the benefits that mining can give to the country while pointing out the proper and sustainable utilization of minerals guided by the Rules and Regulations of the Philippine Mining Act.
In behalf of the Staff of Solid Cement Corporation, Mr. Normandy Chan, Plant Director, expressed his gratitude to the MGB Region IV-A for sharing their knowledge and expertise on the different Provisions of the Philippine Mining Act and stressed the importance of the said IEC to educate the public on the Rules and Regulations of Mining in the country.
MGB IV-A (CALABARZON) has already completed preliminary evaluation of mining companies in the region who signified their intent to participate in the most coveted Presidential Mineral Industry Environmental Award (PMEIA) to be given during the 61st Annual National Mine Safety and Environment Conference (ANMSEC) in Baguio City this coming November 11-15, 2014.
Last June 2014, MGB IV-A invited mining companies to take part in the annual search for the PMEIA in line with the government’s effort in promoting environmental awareness among key players in the mining industry. Companies nominated for PMIEA are requested to submit ten (10) copies of the comprehensive report of their safety and health, environmental and social/community accomplishments covering the fiscal year July 2013 to June 2014. Among the mining companies in the region, Lafarge Republic, Inc.-Batangas, Lafarge Republic Aggregates, Inc. (formerly Batong Angono Aggregates Corporation) and Solid Cement Corporation signified their intent to participate. After the preliminary evaluation conducted by this Office, the pre-evaluated documents were endorsed to the PMIEA Technical Working Group and Selection Committee of the MGB Central Office for final evaluation. The winners from the different categories will be selected from the endorsed participants nationwide.
Meanwhile, MGB IV-A has also validated the safety and mining forest program accomplishments of all permittees, mining contractors and permit holders of the Region for the Safest Mines and Best Mining Forest Awards, respectively, to be given during the said event. Together with PMIEA, these awards are annually given to mining contractors, permittees and permit holders who exemplify excellent records on safety and health, environmental management, social/community development and reforestation.
