On October 8, 2019, representatives from the Mines and Geosciences Bueau Region IV CALABARZON (MGB IV CALABARZON) attended a meeting for the upcoming 4th Quarter 2019 Nationwide Simultaneous Earthquake Drill and Observance of World Tsunami Awareness Day, which are both going to be held on November 14, 2019. The meeting was held at the office of Mayor Marita T. Llamas of the Municipality of Mauban, Quezon Province, which was the municipality chosen  by the Office of Civil Defense Region IV-A (OCD IV-A) as the Regional Ceremonial Venue. With objectives such as community participation, and testing of an established warning system and other Disaster Risk Reduction and Management (DRRM) mechanisms, an extensive discussion and planning was conducted for the execution of the forthcoming drill. Upon the invitation of Mr. Randy de la Paz of the OCD IV-A, the MGB IV CALABARZON technical personnel took part in the meeting to be able to give insights in the aspects of geology and geological hazards.

The meeting was participated by the Mayor and other officials and staffs of the Local Government Unit, representatives for OCD IV-A, and technical personnel of MGB IV-CALABARZON. The meeting started at 9:00 AM and lead by Municipal DRRM Officer Roberto C. Gapasangra, Jr., followed by a presentation from the different representatives of member agencies of Regional DRRM Council, lastly, discussion between the OCD IV-A and LGU to plan the incoming drill.

MGB IV-CALABARZON was represented by Chief Geologist Socorro P. Hernandez, and Geologist Leigh Lois de Lara, who discussed the geology and geological hazards of Mauban and highlighted the areas of interest – the proposed evacuation site and town proper. The presentation covered the following important topics:

  • Rain-induced landslide and flood susceptibility rating of different barangays and sitios composing the Municipality of Mauban;
  • Geohazard map of Mauban and explanation about the geohazards on the town proper and proposed evacuation site;
  • Geologic map of Mauban Quadrangle, including the formation and types of rocks underlying the areas of interest;
  • General topography of these areas; and,
  • Examples of past landslides by showing photos taken from previous fieldworks conducted in the area.

Other topics covered in the meeting were scenarios to be considered, the assignments of personnel and offices/agencies, and other elements of the drill. For the drill to be effectively executed, it was broken down into different activties assigned specifically to certain personnel. For instance, the movement of locals to the designated evacuation area was assigned to the Barangay DRRM Committee Daungan. The Philippine National Police (PNP) Mauban were in charge of the Law and Order of the activity.

Upon the adjournment of the meeting, the MGB personnel proceeded to perform geological hazard assessment on the evacuation site. It was concluded that the site was safe for the drill.
